Overview
The Seaholm Power Plant was Austin's primary power generation facility for over 50 years. When the city decommissioned it in 1989, the building sat vacant—a beloved landmark with no clear future. Allen Cowden, as part of another firm, led the effort to transform it into Austin's premier mixed-use destination.
The Challenge
This wasn't a typical development. The building was on the National Register of Historic Places and designated a Texas Historic Landmark. Any redevelopment required navigating historic preservation requirements, City of Austin approvals, and a complex public-private partnership structure. Multiple developers had tried and failed. Trammell Crow was the primary competition.
Our Approach
Allen Cowden worked through years of City of Austin negotiations, engaging directly with city council, preservation boards, and community stakeholders. He structured the public-private partnership, secured equity partners, and oversaw the residential tower design and sales process.

Overview
Chisholm Hill is a 770-acre master planned community located 45 minutes from Austin's central business district. CTX assembled the site from 8 separate landowners, navigated complex entitlement requirements across multiple jurisdictions, and positioned the property for residential development.
The Challenge
The site didn't exist as a single property. It was 8 separate parcels owned by different families, some of whom had held their land for generations. Assembling the site required earning trust with each landowner, often over multiple years of relationship building.
Our Approach
CTX principals drew on decades of relationships with Central Texas landowners. Rather than leading with price, we led with trust—explaining our vision, respecting family legacies, and structuring deals that worked for sellers.

Overview
Lonestar is a mixed-use project acquired in 2021 as an operating trophy whitetail hunting ranch. CTX purchased the property at a market discount to its future value, recognizing it sat directly in the path of regional growth and long-term industrial demand. What began as a land development investment evolved into a vertical development opportunity—transforming the site into a large-scale industrial park positioned for modern tenant needs.
The Challenge
The most critical constraint was infrastructure: the area was underserved by public utilities, with limited access to water and wastewater—creating a major entitlement and development bottleneck. Moving from a rural operating ranch to a vertically buildable industrial site required solving utility delivery, navigating county approvals, and taking a disciplined risk on timing: the market was coming, but the infrastructure wasn’t there yet.
Our Approach
At acquisition, Lonestar did not have a fully defined end-use plan. We aggregated and secured the utilities required to unlock the site—water, wastewater, and electric—while advancing entitlement work in parallel. As the market matured, the strategy evolved with it: CTX formed a new partnership to pursue vertical construction and aligned the development plan around industrial use, including a building with a tenant in tow. Today, the project is in the process of submitting the full site plan for county approval.
